Construction Team Meeting

Minutes
Wednesday, January 9, 2008

Welcome and Introductions
The Construction Team council convened on Wednesday, January 9, 2008 at 9:00a.m.  Dr. Lindle Grigsby welcomed the members.  Dr. Lindle Grigsby asked members to please sign the attendance sheet and to review the designated future team meeting dates.

Learning Studios
Dustin Moore with Rogers-O’Brien reported that the drilling piers should be complete by January 25, 2008.  Work on the access to the electrical feeds and gas lines begins today.  The restrooms inside the “L” building are all working properly, and the tile and dry wall work is expected to be completed this week and the additional stalls needed for the women’s restroom are on order.

Dan Arrowood reported there was no change to the bridge intersection.  The original glass windows in the South end of the Library will again be opened as part of the bridge construction.  Susan Hansen reported they received the building permit on December 14, 2007.  Rogers Obrien has permits to begin vertical instruction on the Educational Building.  The Project Management Team will meet with the City of Mesquite on Friday, 1/11/08 to continue the discussion of EFC building plans including new water line, retention ponds, sewer line, parking, etc.  Susan reported they have one permit down and three remaining.

Parent Child Study Center Design
Rogers Obrien reported they have reviewed the schematic design.  They are making cost saving proposals; however, there are no changes to the functional or structural project design.  They anticipate scheduling “A User Group” meeting in the next few weeks.  They are moving to the design development phase.

Johnnie Booth with Booth Architecture firm reported they will have construction plans ready for bid in June 2008.

Grove Campus
Darren James with KAI reported they have submitted required documentation to the City of Dallas for the Pleasant Grove Campus permits.  Construction is planned to begin early in February 2008.  The official address location is 802 South Buckner.  The Pleasant Grove Campus Ground Breaking ceremony is scheduled for Thursday, February 7, 2008 at 2:00p.m.  Several city officials and state representatives are expected to be in attendance.

Dr. Lindle Grigsby reported that the 95% drawings for the Pleasant Grove facility will returned today (1/9/08).

Workforce / Criminal Justice Facility
Halff Associates reported that the projections for the Workforce Development Center will be submitted on February 15, 2008.  The initial drawings have been delivered and are available for viewing on the Eastfield College Campus in A-318.  Susan Hansen asked if these drawings could be returned to her by January 18, 2008. 

Technology “T” Building Expansion
Michael Johnson with Johnson McKibben commented on the following:

• They have revisited the project for the Technology Building.
• At the meeting scheduled for January 18, 2008 they will review budget.

Eastfield College Courtyard Update

• Art Sykes reported there was a ceremony held on Monday, 1/7/08 to dedicate the lower courtyard.  The only specified restriction is no vehicles are allowed.

Functional Team Report
Jack Thiehoff reported on the following in reference to the Learning Space Building.  He believes the overall concept can be used in the new buildings.

• There is a tentative meeting scheduled after reporting week.
• A cost-analysis will be completed on the technical equipment.
• They are currently reviewing the construction plans.
• Several options are available regarding the allocation of funds.
• A meeting with the furniture vendors will be scheduled the week of January 14, 2008.
• Discussion was brought forth about deadbolt locks on all interior doors.
• Dr. Lindle Grigsby is working on forming a committee to oversee the furniture selection process.

Open Discussion

• Gerald Kozlowski recommended that “Safer Zones” be included in the construction of the new buildings.
• Michael Horak, EFC Campus Emergency Response Team (CERT) Coordinator asked the construction team to keep the following in mind regarding campus security during the planning process:
• Consider the number safer zones in relation to number of classrooms in building.
• Be sure there are adequate exit entry’s that correlate to the population of students and staff in the event of an emergency.
• Administrators and appointed CERT members should have a safety contingency plan.
• All new building classroom and larger meeting areas having locking mechanisms for staff/instructors to lock from the inside in case of a "lockdown".
• The "Safer Zone" areas should be sufficient to hold the number of student, staff, faculty and visitors in case of a tornado or inclement weather incidents.
