Welcome and Introductions
The Construction Team council convened on Wednesday, August 6, 2008 at 9:00a.m.  Dr. Lindle Grigsby welcomed the members.  Several regular attendees were either on vacation or had other commitments that prevented them from attending.

Learning Studios
Lisa Backman with Rogers-O’Brien reported they are on schedule for 11/6/08 completion of building.  The brick work is going up, approximately ½ of the West side, and all of the North side is complete, the East side will begin this week.  Plaster work beginning on the West side interior framing is being completed.  Sheetrock is almost complete and a tentative walk through is scheduled in about 10 days.

Center for Child and Parent Studies
Johnny Booth - Booth Architects reported Guaranteed Maximum Pricing is due today (8/6/08).  They have encountered problems getting approvals from the city of Mesquite.  Site plan drawings have been with the city since early July.  Steve Park and Susan Hansen had a conference call with personnel at the city last Friday, (8/1) and they think things are beginning to move forward.

What information is needed to move forward?  Need follow-up on audio system design.

Pleasant Grove Campus
Adolfson & Peterson reported Piers are complete, and the South portion of the foundation has been laid.  The middle section is to be laid this week and the North portion next week.  Relocation of the feeders from AT&T to the electrical room was a question, but this has been resolved.  Water and storm sewer lines are still pending agreements with the city of Dallas and TDOT (Buckner is designated as a state highway).

Workforce / Criminal Justice Facility
Halff Associates reported the Guaranteed Maximum Pricing is due Thursday or Friday of this week (8/7/08).  City of Mesquite is causing some delay with this facility also relative to site building plans.

What information is needed to move forward? Still waiting for building permit and need to review interior colors.

Technology “T” Building Expansion
Michael Johnson with Johnson McKibben Architectural firm reported 95% drawings were delivered yesterday (8/5).  Dr. Lindle Grigsby requested comments be sent to him by Friday, 8/15/08, so they can be entered into the computer.

Gerald Kozlowski will submit written comments from the faculty as to what was noted with the engineers, yesterday, so this could all be documented and saved on record.

What information is needed to move forward? Lisa needs comments back by 8/19/08.

Utility and Infrastructure Update
Dave Littleton with Halff Associates reported the main water line and sanitary sewer line is complete.  The gas and communication conduits are completed to the point where they will go West to the main gas line connection and to the “A” building for the communications equipment in the basement of the “A” building. 

Water line 3 is progressing.  They have completed the installation through parking lots N1 and N2.  They will cross the perimeter drive between the “S” and “T” buildings today (Wednesday, 8/6) and the road will be open tomorrow, (Thursday, 8/7).  Trenching will stop at the island in front of “C” until after Senior Fest.  Work will continue 8/12 with completion promised by 8/25.

What is needed to move forward?  No additional information is needed at this time.

Perimeter Road
Representatives from Criado & Associates were not present at today’s meeting but submitted the following email comments:

“Plans are with the city and questions have been raised. Dr. Grigsby asked whether the questions were with the city of Mesquite or the city of Dallas.  Plans will be resubmitted to the city 8/12/08.
They are anticipating a 2 week starting date delay to October 9.
They are anticipating a 2 week bid delay to 9/25.
The construction of the perimeter road will cause additional inconvenience to everyone.  Directional signs will be prepared to direct students and personnel to available parking in other areas and to other entrances to the campus”.

Adaptive Remodel
Dr. Lindle Grigsby reported “a new initiative, just out, will demand some change in the remodeling of the areas.  There is space needed for a new initiative that will greatly enhance the ability of EFC students to work with other colleges and universities and transfer to those institutions and continue their education.  We will be doing another walk through with the architects and contractor once the new plans are outlined”. 

“Adequate signage will be prepared to direct students and personnel around the construction areas inside the buildings so there will be as little confusion as possible”.

Parking Expansion
Dr. Lindle Grigsby reported the parking expansion has been reduced from the original plans because of funding.  There will be approximately 100 new and additional parking spaces added when construction is complete.  N2 parking lot will be completely reworked and upgraded from asphalt to concrete.  The new parking will be South of the Workforce/Criminal Justice building and the Center for Child and Family Studies.

The parking construction will be rolled into the construction budget for the Workforce and Criminal Justice facility and the site plans/design will not be presented to the city of Mesquite until the building permits for that facility have been issued.  This is so there will be no further delays in receiving those building permits.

What is needed to move forward?  Need Eastfield College plans for keeping the fire lanes open.
Chief Tyler Moore will follow up with more details.

Furniture Team Visits
Dr. Lindle Grigsby commented that Jack Thiehoff has successfully lead the team in making furniture selections for the new Learning Center building.  They have completed their work and the orders have been processed to District for purchase.  The two primary vendors were Steelcase and Herman-Miller, though others were included.

Jack has agreed to continue to serve as the chair for the furniture selection committee for the remaining 4 new facilities.  Some of the same committee members will function with the new teams, but team members from the staff and faculty occupying the new facilities will be part of the team for their facility.

The four remaining architects have been asked by Jack Thiehoff to provide him with drawings showing the architects anticipated furniture arrangement in the facilities and the dimensions of the rooms.  This information will be used to ensure proper placement of the furniture.  In addition Jack requested the color scheme from the Pleasant Grove facility, since this has already been chosen, so the color scheme of the furniture could blend.  Jack will be in on the interior color selection process for the other 3 buildings as the architects approach those needs.

Key Dates
Dr. Lindle Grigsby stressed the need to “gather the GMPs and the permits from the cities so planning could begin for the ground breaking for the 3 new facilities on campus. Anticipate near the end of September for each of these facilities, which means all would fall within a relatively short time frame”.

The grand opening of the Learning Studios building is scheduled for late January 2009.  This will allow time for all furniture and equipment to be installed and for student participation.
