GUIDELINES FOR
INTERLIBRARY/INTERCAMPUS LOANS
PURPOSE
The
purpose of Interlibrary / Intercampus Loan is to expand
the range of materials available to library users. It
should be in addition to, not a substitute for, a
collection development program which is based on the
needs of the Library's service area. When resources
within the library have been exhausted and requests for
loans have been made, the following guidelines will be
enforced. These guidelines are based upon the
Interlibrary Loan Codes, 1980, which are endorsed by the
American Library Association and the AMIGOS Interlibrary
Loan Code.
DEFINITION
An
Interlibrary / Intercampus Loan is a transaction in
which library material, or a copy of the material, is
made available by one library to another upon request.
LENDING
LIBRARY -
EASTFIELD
COLLEGE
A.
LEND TO
Eastfield College Library will lend material to
the following types of
libraries:
1.
DCCCD Campus Libraries.
2.
College and University Libraries.
3.
Public and Private School Libraries.
4.
Special Libraries.
Requests
for materials will be accepted via computer, mail, fax,
or in person through hand-carried Interlibrary Loan
forms completed and signed by the requesting Librarian.
B.
TYPES OF MATERIAL
Eastfield College Library will lend any item that
normally circulates with the
following exceptions:
1.
Rare or valuable material.
2.
Fragile material which may be easily damaged by
transport.
3.
Material in high demand.
4.
Material with local circulation restrictions such as
Reserve.
5.
Unique material that would be difficult to replace.
6.
Newly acquired materials.
7.
Newly published materials.
8.
Audiotapes, videotapes, and DVDs.
Copies of portions of reference materials and
periodicals may be provided.
Eastfield
College
Library reserves the right to determine whether a
particular item should or should not be loaned,
and whether the
original or a copy should be provided.
C. RESPONSIBILITY
As the Lending library, Eastfield College Library
will be responsible for:
1.
Processing
requests promptly.
2.
Notifying
the borrowing library when unable to fill requests,
stating the reason for not loaning the materials. (For
the DCCCD campuses, Eastfield College Library will send
the request to the next lending library noted on the
form.)
3.
Retaining
the right of deciding whether or not to loan the
material or honor telephone requests.
4.
Surveying
each item for damages before the material is sent to the
borrowing library. Damages, if any, should be noted, and
the borrowing library informed of the same.
5.
Obtaining
the proper identification in cases where the request is
hand-carried.
The borrowing library will be responsible for:
1.
Providing
the resources necessary to meet the ordinary needs and
interests of its users.
2.
Exhausting
their own resources before resorting to Interlibrary /
Intercampus Loans.
3.
Compliance
with the Copyright Law (Title 17, U. S. Code) and its
accompanying guidelines, and should inform its users of
the applicable portions of the law.
4.
Surveying
each item for damages before giving the material to the
requestor. Any
damages not noted by Eastfield College Library should be
reported promptly.
5.
The safety
of Interlibrary / Intercampus Loan items from the time
the material leaves Eastfield College Library until it
is returned to the same. If damage or loss occurs, the
borrowing library must meet all costs of repair or
replacement in accordance with the preference of
Eastfield College Library.
6.
Informing
the requestor of all charges incurred for photocopied
items. The borrowing library must meet all cost for
photocopying except when previous agreements exist.
7.
Supplying
all the information required to process the request
whether the request is sent by mail, by computer, via
the telephone, via fax or is hand-carried. The borrowing
library is responsible for verifying the information on
the form before sending the request to Eastfield College
Library.
8.
Campuses
of the DCCCD need to verify the following information:
a.
The patron
is currently enrolled in a class or employed by the
Dallas County Community College District.
b.
The patron
does not have 10 or more items charged against his/her
record at the time the request is made or when the item
is given to the borrower.
c.
The patron
does not have items charged against his/her record which
are overdue at the time the request is made or when the
item is given to the borrower.
D. DURATION OF LOANS
1.
The
duration of loan will be the same as for any other
circulated items.
2.
Eastfield
College Library retains the right of deciding whether
the loan
period will be extended.
3.
Interlibrary
/ Intercampus Loan material should be returned promptly.
4.
All
Interlibrary / Intercampus Loans may be renewed once
unless the material is on hold for another person. Other
DCCCD Campuses may renew Eastfield material
automatically. Other libraries may contact Eastfield
College Library to request a renewal. Longer loan
periods, in either case, must be approved by Eastfield
College Library.
E. RETRIEVAL RESPONSIBILITIES
The
borrowing library is responsible for retrieving the
material from the patron and returning it to Eastfield
College Library on or before the due date. All overdue
material is the responsibility of the borrowing Library.
F. CHARGES
1.
The
borrowing library should be prepared to assume costs for
lost and damaged materials and any other costs not
included by these guidelines.
2.
The
borrowing library is responsible for meeting charges
incurred for photocopying when the material is available
at the borrowing library.
3.
Eastfield
College Library will not charge (except for
profit-information services libraries):
a.
Fees for handling Interlibrary Loan requests.
b.
Postage or other transportation charges.
c.
Photocopying when materials are not available at the
borrowing library.
d.
Insurance.
4.
Eastfield
College Library will charge for lost or damaged books as
follows:
a.
The price of the lost or irreparably damaged book as
stated in B & T
link Database or the District set price if
the book is not
listed in B & T link.
b.
Binding charges for damaged books that can be repaired.
c.
Binding charges for materials which can be replaced only
by paperback copies.
d.
Processing
charges. A
$10.00 processing fee will be assessed for items needing
to be cataloged or relabeled.
BORROWING LIBRARY -
EASTFIELD
COLLEGE
A.
QUALIFIED
BORROWERS
Eastfield
College Library will borrow materials and/or request
photocopies for Eastfield College Library patrons only.
These include students currently enrolled in a class at
Eastfield
College
, and the faculty and staff of the
Eastfield
College
campus.
B.
RESPONSIBILITY
As
the borrowing library, Eastfield College Library will be
responsible for:
1.
Providing
the resources necessary to meet the ordinary needs and
interest of its users.
2.
Exhausting
their own resources before resorting to interlibrary /
Intercampus Loans.
3.
Complying

accompanying guidelines, and will inform its users of
the applicable portions of the law.
4.
Surveying
each item for damages before giving it to the
requestor. Any damages noted will be promptly reported
to the lending library.
5.

the material leaves the lending library until it is
returned to the same. If damage or loss occurs,
Eastfield College Library will meet all costs of repair
or replacement in accordance with the preference of the
lending library by passing the charges on to the
requestor.
6.
Informing
the requestor of all charges incurred for photocopied
items. The requestor will meet all cost for
photocopying.
7.
Supplying
and verifying all the information required to process
the request, whether the request is sent by mail,
electronically by computer, via fax, via the phone, or
is hand-carried.
8.
Before the
request can be completed or the item sent, the following
information is verified electronically via the Library
online Triple I system.
a. The
requestor is either currently enrolled at Eastfield, or
is employed by the Dallas County Community College District at Eastfield.
b. The patron does not have ten or more items charged
against his/her record at the time the request is made or when
the item is given to the borrower.
c. The patron does not have items charged against
his/her record that are overdue at the time the request is made or when
the items given to the borrower.
C.
DURATION
OF LOAN
As
the borrowing library, Eastfield College Library is
responsible for retrieving the material from the patron
for return to the lending library. All overdue material
is the responsibility of Eastfield College Library.
D.
CHARGES
- The patron requesting
the material should be prepared to assume costs for
lost or damaged materials and any other costs not
excluded within these guidelines.
- The patron is
responsible for meeting all charges incurred for
photocopying the request material.
- Eastfield College
Library, as the borrowing library, is responsible
for forwarding the payment from the patron to the
lending library.
